Metro South Community Improvement District Executive Director Larry Kaiser was joined by DeKalb County Commissioners Larry Johnson, Ted Terry, and Members of the Civic and Business Communities to Announce Progress on Constitution Road Freight Corridor Improvement Project: Realizing a Unified and Interconnected Route 23 and Interstate 285 Corridor.

Metro South CID’s Executive Director, Larry Kaiser, was joined today by DeKalb County Commissioners Larry Johnson, Ted Terry, neighborhood associations and local business leaders to announce that the conceptional design plan phase of the Constitution Road Freight Corridor Improvement Corridor project is underway. Kimley-Horn and Associates, Inc was selected as the engineering firm to prepare a set of construction and right-of-way plans for Phase I of this freight corridor logistics project, which begins at the Moreland at Bailey intersection with a proposed traffic signal and ends with a 5-legged roundabout at the intersection of Constitution Road, Woodstock Road, Fayetteville Road, Bailey Street, and Fleetwood Road.

This transformational project will improve trucking operations and vehicular safety through the installation of a traffic signal and truck roundabout. Other improvements will include improving pedestrian safety with the construction of a sidewalk on one-side of the road, roadway lighting, correcting drainage deficiencies, ADA ramps and access to MARTA bus stops.

This Phase I project, slated for completion in late 2024, with future phases of construction improvements to Constitution in the planning stages currently. Initial design of the project is as follows:

Improvement District, DeKalb County SPLOST, and the Georgia Transportation Infrastructure Bank to accomplish this important work.”

“Investments in infrastructure are making a difference in communities large and small,” added DeKalb County Commissioner Ted Terry. “The new roundabout at this busy intersection will help ensure that products get to market, make it easier for neighbors to get to where they need to go, and keep our manufacturing and logistics economy strong. This project is yet another example of the transformative work undertaken by the Metro South Community Improvement District on behalf of commercial developers and residents alike.”

“We’re proud to support these great projects that will vastly improve the crucial infrastructure needed for future growth and investment, to strengthen the supply chains, and make the roads safer for all who use them,” echoed State Road and Tollway Authority Executive Director and Board Secretary Christopher Tomlinson. “This collective effort spearheaded by the Metro South CID is an example of the
great things that can be accomplished when work together through a shared vision and for a better community.”

Conley Area Business Association President J. Wayne Smith remarked, “We appreciate the ongoing work of our Metro South Community Improvement District as its partners undertake these critical infrastructure projects across the region. This investment in DeKalb County will greatly improve driver safety, ease the flow of traffic for area residents, and help enhance the overall quality of our role in our
economy’s supply-chain.”

North Carolina based, Kimley-Horn was selected as the developing firm after a highly competitive requests for proposal process which welcomed submissions from of some of the regions most awarded firms to advance the vision of a unified and interconnected Constitution Road Freight Corridor.
