FOR IMMEDIATE RELEASE
CONLEY,GA., Jan. 5, 2022 — Following the recommendations of the Freight Cluster Study undertaken by the Metro South CID, the organization is moving forward with many recommendations to consider. But the number one project according to the board is the Corridor project.
On September 28, DeKalb approved a $3,614,622 SPLOST to be utilized on the “Corridor Operational & Safety” project as a local match for the State Road and Tollway Authority grant known as the Georgia Transportation Investment Bank (GTIB), which was awarded to the CID. The funding for this process comes from a variety of key players to improve commercial and residential traffic flow in the Conley Area. GTIB is funding a $1 million budget and $200,000 will come from the MSCID for the engineering
and construction phases of the project. DeKalb County is granting $3,614,622 for the right-of-way and construction phase for this exciting project. “This great victory has been made due in large part to the hard work of county commissioners Larry Johnson and Ted Terry. We cannot thank them enough for their generous investment of time and energy to get this through the process,” according to Larry Kaiser, the president of the MSCID. The roundabout will connect Fleetwood Road, Fayetteville Road, Bailey Street, Woodstock Road and Constitution Way.
Future phases of improvement will occur from the roundabout to Bouldercrest and Constitution as other funding sources become available over the next several years. The effort will primarily help move traffic along Constitution Way. According to Kaiser, “We knew that the Corridor Operational & Safety project was a priority. Although this is a long-term project our most important project is this one. Therefore, we are pleased that our RFP has produced excellent response with some of the areas most talented and experienced engineering firms.”
Four finalists were chosen:
- Heath & Lineback Engineers Inc.: A firm which opened in 1994 with locations in Georgia, Florida and South Carolina. A self-described “Engineering consulting firm that meets engineering challenges with innovative, cost effective and constructible solutions by using local value planning techniques.”
- Keck & Wood: Providing services since 1974 with four locations across the United States, this consulting engineering firm provides civil engineering, landscape architecture, and land surveying. It helps clients navigate complex decisions by breaking them down into understandable choices with construction drawings and clear communication.
- Kimley-Horn: With more than 50 office locations across the country, Kimley-Horn has been in business since 1967. This planning and design engineering consulting group creates solutions to save clients time and money by collaborating with its engineers, planners and environmental scientists.

A judging committee comprised of board members, Kaiser and a representative from DeKalb County will select the winning bid to be announced later this month. This project is the biggest project undertaken by the CID since its formation. This project will help transform portions of Southwest DeKalb supporting the growth of the trucking industry, logistics, and supply chain, along with the film and TV industry through BlackHall Studios.
