Background:
Metro South CID identified the Bailey Street/West Fayetteville/Constitution Road corridor as one of the most congested and dangerous in the district. Improving this corridor is the CID’s highest priority. 

The proposed solution will transform this tight, unlit five-way intersection into a roundabout to improve motorist visibility, vehicle access and traffic flow. 

The roundabout’s infrastructure will be designed and built for a truck-trailer combination up to 73 feet in length. This initiative will also include an expansion of the existing roads to benefit large vehicles, such as freight trucks, sidewalks and streetlamps for pedestrian access and safety. 

MSCID also seeks to improve the Moreland Avenue and Bailey Street intersection by installing street signals. This is especially important due to ongoing development in the area, which is expected to result in even higher numbers of truck traffic traversing the corridor and intersection.

These improvements will directly benefit the nearby construction debris recycling center and the GDOT-approved asphalt plant on Fleetwood Road as well as nearby Blackhall Studios.

Proposed Scope of Improvements:

• Improve horizontal and vertical sight distance at the intersection
• Improve operational safety of vehicles by reducing the angle of approach
• Improve accessibility and navigation for freight trucks
• Improve drainage and reduce stormwater runoff
• Improve accessibility with ADA ramps, sidewalks, and crosswalks
• Improve visibility with the installation of streetlights
• Improve traffic flow and travel time by consolidating intersections
• Improve curb appeal with landscaping and streetscapes
• Increase access to region and state by improving infrastructure
• Improve support for future growth and development
• Reduce carbon emissions from idling at intersections

Funding
Funding for the Constitution Road Freight Corridor Operational and Safety Improvements comes from a variety of key players focused on bettering the Conley area, including:

Engineering and construction:
$1,000,000 from the Georgia Transportation Infrastructure Bank
$20,000 from MSCID

Right of Way and Construction
$3,614,622 from DeKalb County SPLOST

Added Funding Requests
$6,319,917 from the Georgia Transportation Infrastructure Bank
$700,000 from MSCID to fund 100% of the design plans
$250,000 from Blackhall Studios
$800,000 from DeKalb County for right-of-way acquisition

Timeline

Phase I Planning Status: Began in 2021 with 100% funding from MSCID

DeKalb County approved $3,614,622 in SPLOST funding as a local match for the Georgia Transportation Infrastructure Bank (GTIB). To see the attached letter from DeKalb County, click here.

February 2022: Initial Concept finalized

April 15, 2022: DeKalb County Commissioners Larry Johnson, Ted Terry, neighborhood associations and local business leaders joined Metro South CID to announce the conceptional design plan phase of the Constitution Road Freight Corridor Improvement Corridor project was officially underway.

MSCID also submitted Phase II project planning documents to Commissioners Johnson and Terry for potential funding under the new federal infrastructure legislature.

June 13, 2022: MSCID held a Public Information Open House. To view the project fact sheet, click here.

October 2022: MSCID will hold a second Public Information Open House regarding the project’s preliminary design.

The final design of this project will begin following this event.
