<p class="wp-block-paragraph"><strong>Background</strong></p>



<p class="wp-block-paragraph">The MSCID Freight Cluster Plan (FCP) is being carried out as a part of the Atlanta Regional Commission (ARC) Freight Cluster Plan program. ARC’s program focuses on facilitating efficient freight movement, improving access to jobs, reducing traffic congestion, addressing changes in the freight industry, and improving safety, mobility and access for all roadway users.</p>



<p class="wp-block-paragraph">The study area includes the MSCID boundary and major truck corridors that feed into and out of the MSCID limits. Also included are freight distribution and warehousing areas that are within a half-mile radius of MSCID’s boundaries, as shown below. This area, nicknamed “Truckers Alley”, is a major access point for industrial trucks entering into and leaving the MSCID.&nbsp;</p>

<p class="wp-block-paragraph"><strong>Funding</strong><br>This Freight Cluster Plan was 80% funded with Federal monies administered by the ARC and paid to the MSCID for managing the plan. The MSCID provided local matching funds for the remaining 20%.</p>



<p class="wp-block-paragraph"><strong>Timeline</strong><br>The Plan&nbsp;is scheduled for adoption by the MSCID in March 2022&nbsp;followed up by adoption by the DeKalb County. Please see the project schedule for the tentative planning timeline.</p>



<p class="wp-block-paragraph">MSCID has had various forums to engage MSCID members, area freight stakeholders, and the broader community in and around the study area in July and November 2021. The public forums were informational and provided attendees with the opportunity to ask questions and obtain feedback from the study team.&nbsp;</p>

<p class="wp-block-paragraph">Input surveys to address various stakeholders like truck drivers, area businesses and residents as well as a plan priorities survey took place in X.</p>



<p class="wp-block-paragraph">A steering committee that represents a broad range of MSCID stakeholder perspectives, including property owners, local governments, freight providers and multiple businesses, oversees the project and serves as champions for the plan process. <p class="wp-block-paragraph"><strong>Background<br></strong>MSCID is working to repair the Cedar Grove Bridge and improve the roads currently being used as the detour route, including Henrico Road, Bonsal Road and Cedar Grove Road.</p>



<p class="wp-block-paragraph">The Cedar Grove Bridge, which was built in 1965, reached the end of its useful life in early 2020. The bridge is located over the Norfolk Southern railroad tracks and has been closed since March 27, 2020, creating a major disruption for trucking, logistics and supply chain companies within the MSCID district and resulting in increased costs and commute times.&nbsp;</p>



<p class="wp-block-paragraph">AECOM Engineering is designing the replacement bridge. DeKalb County public works director estimates the project will be complete in one and a half to two years, pending any potential weather delays. To accelerate the project timeline, the Cedar Grove Bridge is a design-build project and will use DeKalb County’s on-call contractors.</p>



<p class="wp-block-paragraph">The CID requested and received detour signage throughout the district to better inform and direct truck drivers unfamiliar with the area and added speed detection devices to stop unsafe traffic speeds through residential areas.&nbsp;</p>



<p class="wp-block-paragraph">MSCID is also working to improve infrastructure and landscaping along the alternate route to better accommodate increased traffic while the bridge is being rebuilt.</p>

<p class="wp-block-paragraph"><strong>Timeline</strong><br>March 27, 2020: Cedar Grove Bridge is deemed unusable and is closed.</p>



<p class="wp-block-paragraph">November 2020: The DeKalb County Board of Commissioners approved $4,100,000 for the Cedar Grove Bridge construction and the necessary improvements along the alternate route.</p>



<p class="wp-block-paragraph">March 22, 2022: The Metro South CID board of directors, DeKalb County officials, law enforcement and district business owners met to determine the next steps to move the project forward. The County began working with its SPLOST committee to secure the funding needed to begin repairs to the alternate route used during the bridge closure.<br></p>
